Các giới hạn hay chính sách mới đang được thảo luận chỉ nhằm đảm bảo chất lượng giáo dục và cuộc sống của sinh viên tại Hà Lan. Với dự thảo luật mới, các trường đại học Hà Lan vẫn tuyển sinh quốc tế!
Hà Lan là một trong những quốc gia châu Âu thu hút đông đảo sinh viên quốc tế nhờ hệ thống giáo dục đại học cung cấp đến hơn 2.100 khóa học giảng dạy bằng tiếng Anh, chi phí phải chăng và nhiều cơ hội nghề nghiệp. Hiện có khoảng 122.000 sinh viên quốc tế theo học đại học Hà Lan, gấp 3,5 lần so với năm học 2005. Tốc độ tăng “phi mã” về số lượng sinh viên quốc tế tại Hà Lan ảnh hưởng một phần đến việc cung ứng chỗ ở sinh viên và một số vấn đề an sinh xã hội khác. Ngoài ra, việc mở rộng các chương trình giảng dạy bằng tiếng Anh ở các trường đại học làm dấy lên lo ngại ở một số nhà chức trách.
Do đó, việc hạn chế số lượng sinh viên quốc tế tại Hà Lan trở thành một vấn đề được quan tâm và bàn luận tại nước này trong thời gian qua. Trước các động thái đầu tiên của chính phủ Hà Lan, các trường đại học của nước này đã có hành động cụ thể trong đợt tuyển sinh cho kỳ thu năm 2024. Tuy nhiên, điều này chỉ nhằm hạn chế số lượng, chứ không phải dừng việc tuyển sinh quốc tế.
Tuyển sinh quốc tế của các trường đại học Hà Lan: Quy định hiện tại ra sao?
Hồi giữa tháng 5, một dự thảo luật sau quá trình tham vấn đã được Bộ trưởng Giáo dục Robbert Dijkgraaf gửi đến Hạ viện. Dự thảo này nhằm giảm số lượng sinh viên quốc tế tại các trường đại học Hà Lan và khuyến khích sinh viên nước ngoài học tiếng Hà Lan.
Dự thảo luật này mong muốn các trường đại học nghiên cứu và đại học khoa học ứng dụng có thể ngừng tiếp nhận sinh viên từ bên ngoài EU tham gia một số khóa học tiếng Anh nhất định. Dự thảo cũng sẽ cho phép các trường đại học đặt ra tổng số lượng sinh viên tối đa cho các khóa học phổ biến. Ông Dijkgraaf nói với Volkskrant trong một cuộc phỏng vấn rằng luật mới sẽ cung cấp cho các trường đại học đủ phương tiện để quản lý số lượng sinh viên ngoài EU trong một số khóa học, đồng thời tính đến nhu cầu của các khu vực cụ thể như Eindhoven và Limburg, những nơi cần sinh viên quốc tế.
Ông nói, Hà Lan có thể học hỏi ví dụ của Đan Mạch, nước đã đảo ngược các biện pháp kiểm soát cứng rắn đối với sinh viên quốc tế sau 2,5 năm. “Chúng tôi không muốn tăng tốc, phanh gấp rồi lại tăng tốc. Đó là bài học chúng tôi đã học được từ Đan Mạch.”
Kế hoạch của Dijkgraaf bao gồm việc cho phép các trường đại học lựa chọn đặt mức trần về số lượng sinh viên từ bên ngoài châu Âu và dừng khẩn cấp giới hạn số lượng nếu các khóa học có nguy cơ vượt quá số lượng đăng ký. Nhưng ông cũng cho biết điều quan trọng là phải đảm bảo Hà Lan vẫn có thể thu hút sinh viên và gia sư nước ngoài chất lượng cao. “Hà Lan cần những lợi ích về chuyên môn. Chúng ta không thể làm gì nếu không có tài năng quốc tế, cho dù đó là về khoa học, thị trường lao động hay chất lượng của các khóa học.”
Mặc dù dự thảo luật này hiện đã sẵn sàng để quốc hội xem xét nhưng chính phủ mới vẫn có quyền rút lại luật đó. Việc hạn chế số lượng sinh viên quốc tế chủ yếu hướng đến một số chương trình cử nhân nhất định.

Đại học Hà Lan có dừng tuyển sinh quốc tế không?
Điều này khó có thể xảy ra. Bởi lẽ việc quốc tế hóa cộng đồng sinh viên tại các trường đại học Hà Lan mang lại nhiều giá trị. Theo CPB, cơ quan cố vấn kinh tế vĩ mô của chính phủ, mỗi sinh viên châu Âu có giá trị 17.000 euro đối với nền kinh tế Hà Lan, trong khi mỗi sinh viên ngoài khu vực EER có giá trị 96.000 euro. Khoảng 1/3 số sinh viên quốc tế ở lại và làm việc tại Hà Lan sau khi có bằng cấp, và tỷ lệ này thậm chí còn nhiều hơn trong lĩnh vực kỹ thuật – một nguồn lao động rất cần thiết với Hà Lan.
Bên cạnh đó, UNL – cơ quan quản lý các trường đại học Hà Lan – rất coi trọng việc thu hút sinh viên và nguồn nhân lực quốc tế. “Những bộ não thông minh nhất trên toàn thế giới đến Hà Lan và sinh viên có thể học hỏi lẫn nhau cũng như từ các nhà khoa học và sinh viên quốc tế trong một lớp học quốc tế”. Hội đồng giáo dục Hà Lan cũng cho biết cần phải làm nhiều việc hơn để đánh giá tác động của các biện pháp thúc đẩy việc sử dụng tiếng Hà Lan thay vì tiếng Anh đối với chất lượng giáo dục và nghiên cứu.
Theo số liệu sơ bộ trong năm học 2024, lượng sinh viên quốc tế bắt đầu lấy bằng cử nhân tại một trường đại học Hà Lan có ít hơn, nhưng lại tăng nhẹ số lượng đăng ký học thạc sĩ.
Kế hoạch tuyển sinh quốc tế của đại học Hà Lan như thế nào?
Đại học nghiên cứu và đại học khoa học ứng dụng là hai nhóm chính trong hệ thống giáo dục đại học Hà Lan. Các trường chịu tác động theo những cách khác nhau và có các thay đổi khác nhau trong việc tuyển sinh quốc tế.
Các trường đại học nghiên cứu sẽ ngừng tuyển sinh tại các hội chợ quốc tế với các chuyên ngành mà thị trường lao động tại Hà Lan không bị thiếu hụt; loại bỏ chương trình một năm dự bị cho sinh viên nước ngoài; giảm số lượng một số chương trình cử nhân bằng tiếng Anh cũng như chỉ tiêu sinh viên quốc tế ở một số ngành.
Bên cạnh đó, khoảng 1/3 các khóa học đại học hiện được dạy bằng tiếng Anh sẽ bổ sung thêm tùy chọn tiếng Hà Lan từ năm 2025. UNL, cơ quan quản lý các trường đại học của Hà Lan, cho biết 35 chương trình cử nhân sẽ được thực hiện song ngữ, trong khi 4 chương trình sẽ chuyển hoàn toàn sang tiếng Hà Lan.
Các trường đại học cũng cho biết họ muốn giới hạn số lượng sinh viên ở 27 môn học, nhưng đang chờ luật liên quan được thông qua. Số lượng sinh viên cố định chỉ có thể được thay đổi khi có sự cho phép của Bộ trưởng.
Tại các trường đại học khoa học ứng dụng, những thay đổi trong chính sách tuyển sinh quốc tế không gây nhiều ảnh hưởng. Bởi vì thực tế, số lượng sinh viên quốc tế đăng ký các chương trình cử nhân tại các trường đại học ứng dụng Hà Lan trong nhiều năm liền chỉ chiếm khoảng 8% đến 9% tổng số sinh viên nước ngoài. Ngoài ra, số lượng chương trình giảng dạy bằng tiếng Anh tại nhóm trường này cũng chỉ chiếm khoảng 7,5% các khóa học.
Việc quan tâm chưa đúng mức đến các trường đại học khoa học ứng dụng Hà Lan có thể do những hiểu lầm phổ biến về nhóm trường này. Trong khi thực tế, đại học khoa học ứng dụng Hà Lan vẫn được đánh giá cao về chất lượng giảng dạy và kết quả “đầu ra” rất khả quan. Theo một cuộc khảo sát của trung tâm nghiên cứu thị trường lao động của Đại học Maastricht, khoảng 90% sinh viên tốt nghiệp trường ứng dụng có được việc làm trong vòng 3 tháng. Khảo sát gần 25.000 sinh viên cho thấy, 78% sinh viên tốt nghiệp có việc làm ở trình độ học vấn phù hợp. Trung bình họ kiếm được 3.242 euro mỗi tháng.
Chủ tịch Hiệp hội đại học Maurice van Limmen cho biết: “Cuộc khảo sát này cho thấy xã hội rất cần những sinh viên tốt nghiệp trường ứng dụng được giáo dục tốt. Những thách thức mà xã hội phải đối mặt – chẳng hạn như dân số già đi, thiếu nhà ở và chuyển sang sử dụng năng lượng bền vững cần có các giải pháp sáng tạo và các chuyên gia được đào tạo trong các trường đại học khoa học ứng dụng là rất cần thiết”.
Như vậy nhìn chung, các trường đại học Hà Lan vẫn tuyển sinh quốc tế bình thường. Việc hạn chế số lượng sinh viên quốc tế chỉ nhằm đảm bảo và nâng cao chất lượng giảng dạy, cũng như chất lượng cuộc sống và các vấn đề an sinh khác. Do vậy, nếu bạn có ý định du học Hà Lan, đừng ngần ngại tìm hiểu sớm và tiếp cận các thông tin chính xác để có sự chuẩn bị hiệu quả nhất.
- Trở thành sinh viên đại học nghiên cứu Hà Lan không phải là điều bất khả thi. Bởi lẽ nhiều sinh viên của INEC đã được mời nhập học cùng với học bổng tại các trường đại học nghiên cứu.
- Trở thành sinh viên đại học khoa học ứng dụng Hà Lan vẫn là lựa chọn chất lượng. Bởi lẽ cách tiếp cận thực tế trong chương trình đào tạo sẽ giúp bạn hội tụ đủ kiến thức và kỹ năng mà các nhà tuyển dụng mong đợi.
